This report examines how the October 2023 earthquake in Herat deepened the already severe risks faced by LGBTIQ+ Afghans under Taliban rule. While the disaster caused widespread loss of life, injury, displacement, and destruction, LGBTIQ+ people experienced additional layers of exclusion, fear, and discrimination when trying to access humanitarian aid.
Through survivor testimonies, the report shows how trans and queer Afghans were exposed to harassment, stigma, and blame in the aftermath of the earthquake. Many were unable to seek help openly due to fear of violence, public exposure, family rejection, or Taliban persecution. In some cases, LGBTIQ+ individuals were denied assistance or targeted with harmful accusations because of their gender identity, gender expression, or sexual orientation.
The report highlights the urgent need for humanitarian responses that are inclusive, confidential, and sensitive to the specific risks faced by LGBTIQ+ people during natural disasters and emergencies. It also documents ALO’s emergency response to support affected LGBTIQ+ individuals and their families in Herat, while recognizing the serious limitations caused by lack of resources and the absence of safe local support networks.
